Required Time to get new National Identity Card (NID)

Currently it is not possible to get any service without national identity card. Those who do not have a national identity card need to wait for the necessary steps to get it.  After filling the registration form and submit it to the concerned Upazila/Thana election office with necessary documents and giving biometrics data then the registration process will be complete. After completing the registration process, proof reading and investigation (if necessary) may takes time. Finally uploading the registration data to the NID server and biometric matching is another tasking for generating NID number and the national identity card will be issued.

All the time a lot of data is accumulated in the queue for biometric matching. Huge amount of data always wait in the queue for that more time it takes to generate the biometric matching report. Every individual’s biometric data is checked with all existing Biometric data of all citizens (even if dead and otherwise in a different status) in the database, with each of the 10 fingers provided by him, if the 13 million existing citizens have 10 of them 13 million * 10 finger=130 million fingers it checks each finger and gives a report. It requires a lot of time and is an automated process with no hands involved. And when the biometric matching is done, a text message is automatically sent to the registrant’s mobile number. The small message informs about downloading NID number and NID card.

Normally takes around one week time, but when the updating programe is going on nationwide then a large number of data is accumulated every day. During that period 1-2 lakh data is uploaded in a day. In that case it takes much longer than usual, in this case it is not unusual to take even 1-2 months. Then it is not possible to get NID card instantly. That is why it is not appropriate to bother with registration only if it is registrable. Because you have to be in danger during the time of urgent need by passing the time. Then no one else will be able to save you from danger.

Step-1

Collection of documents:

There are several documents you need to collect for NID registration. Among them-

1. Birth Registration (verifiable online) certificate;

2. Citizenship Certificate (in case of Bangladeshi citizens, issued by the Union Parishad Chairman/Pourosova Councillor/City Corporation Councilor and for dual citizens a dual citizenship certificate issued by the Security Services Department of the Ministry of Home Affairs;

3. Address and resident proof will require holding tax tax payment receipt, copy of utility bill and certificate issued by Union Parishad Chairman/Pourosova (Municipal) Councillor/City Corporation Councillor;

4. If the educational qualification is PSC or above, its certificate must be provided;

5. Copy of NID card of parents, spouse and copy of passport, TIN, driving license (if any);

Step-2

Filling-up Form :

After collecting the documents to get the NID, you have to fill the registration form.

There are two ways to fill the registration form.

a) By hand writing the form provided by the office in offline mode; And

b) By providing information and submitting the registration form on NID portal through online mode;

Then the copy of filled registration form should be signed by the family or any person who knows him with NID number as identifier. And to be signed by Union Parishad Chairman/Pourosova (Municipal) Councilor/City Corporation Councilor with NID number as verifier.

Step-3

Providing Biometrics:

Biometric (ten finger print, Irish, photo and signature) data should be provided through electronic device by going to the concerned Upazila/Thana election office along with the registration form and the mentioned documents;

After completing the registration by providing biometrics, a sealed/signed registration slip (Form-5) will be issued from the office which is a part of the registration form and a form number will be printed on it.

Final Step:

After filling up the registration form and submitting the mentioned documents to the concerned Upazila/Thana election office and providing biometric (ten finger prints, Irish, photo and signature) data, the proof reader (operator) of the concerned office has to complete the proof reading of the entered data. Then you have to go through a step of uploading your data from the local server to the central server by the Upazila/Thana election officer which will depend on the said office. Biometric matching of data will be completed from the central server after the data upload is completed. If any data is found unique in Biometric Matching i.e. not previously registered, that person will receive a welcome message on your mobile (provided at the time of registration) in about a week with your NID number. Then the person will be able to download a PDF copy of your NID card from NID online portal with that NID number. Just after print and laminate you can use it and claim any citizen service.
