প্রেক্ষাপট

২০০৭ সাল হতে প্রচলন হওয়া এবং বর্তমানে বাংলাদেশে প্রচলিত একটি গুরুত্বপূর্ণ পাবলিক ডকুমেন্ট এনআইডি কার্ড। এই অন্যতম গুরুত্বপূর্ণ ডকুমেন্ট এ রয়েছে কার্ডধারীর ছবি যা নিবন্ধনের সময় গৃহীত। ২০০৭-২০০৮ সালে যখন এই কার্ড প্রদান শুরু হয় তখন ডিজিটাল ক্যামেরা ছিল একটি সৌখিন বিষয়। ঐ সময়ের একটি ভালো মানের ক্যামেরার দামও ছিল অনেক। নির্বাচন কমিশন ভোটার তালিকা তথা আইডি কার্ডের জন্য ছবি তুলতে তখন ব্যবহার করে ওয়েব ক্যামেরা। ভিডিও কনফারেন্সিং বা অনলাইনে ছবি দেখে কথা বলার (ভিডিও কল) জন্য ওয়েব ক্যামেরা সাধারণত তখন বেশী ব্যবহার করা হতো।

ছবি তোলার ক্ষেত্রে ক্যামেরার পাশাপাশি আরো দুটি বিষয় খুবই গুরুত্বপূর্ণ যার মধ্যে একটি হলো, ছবি গ্রহণ কক্ষের লাইটিং ব্যবস্থা এবং অন্যটি হলো যিনি ছবিটি নিবেন অর্থাৎ ফটোগ্রাফারের হাতের দক্ষতা ও ফটোগ্রাফিক টেকনিক। ক্যামেরা একটি গুরুত্বপূর্ণ অনুষঙ্গ হলেও পরের দুটি বিষয় যদি ভালো না হয় তবে ভালো ক্যামেরায়ও ভালো ছবি আসবে না।

নির্বাচন কমিশন ভোটার তালিকার তথ্য এট্রি করার সময় তাদের নিবন্ধন সিস্টেমের মাধ্যমে ওয়েবক্যাম দিয়ে ছবি ক্যাপচার এর কাজটি শুরু করে। ঐ সময়ে একযোগে সারা বাংলাদেশের কার্যক্রম চলছির তাই হাজার হাজার ক্যামেরার প্রয়োজন হয়েছিল। ২০০৭ সালের প্রেক্ষাপটে তখন ওয়েব ক্যামেরা এমনকি ডিজিটাল ক্যামেরার রেজুলেশন ছিল মোটামুটি ২ মেগা পিক্সেলের মধ্যে। তাই সময়ের বিবেচনায় মান একেবারে খারাপ ছিল বলা যাবে না। তবে পরিবেশ পরিস্থিতি (স্বল্প সময়ে অধিক সংখ্যক লোকের নিবন্ধন) অনুযায়ী পরের দুটি বিষয় অর্থাৎ ছবি গ্রহণ কক্ষের লাইটিং এবং দক্ষ ও অভিজ্ঞ ফটোগ্রাফার এ দুটির সম্মেলন ঘটানো কোনভাবেই সম্ভব ছিলনা সে সময়। কারণ বিভিন্ন স্কুল কলেজ বা ইউনিয়ন পরিষদের হলরুম বা কোন কক্ষ ছিল এই নিবন্ধন কেন্দ্র। যারা কোনমতে টাইপ জানতো সময়ের বাস্তবতার কারণে তাদেরকে দিয়েই করানো হয়েছিল ডাটা এন্ট্রির কাজ যার মধ্যে ছিল ছবি নেয়াসহ অন্যান্য বায়োমেট্রিক গ্রহণের কাজও।

ছবি পরিবর্তন করার প্রয়োজনীয়তা

  • প্রথমত বেশীরভাগ নাগরিকের ছবি গ্রহণ করা হয়েছিল প্রায় ১৩/১৪ বছর পূর্বে;
  • বয়সের সাথে মানুষের চেহারা বা মুখায়ববের পরিবর্তন হয়ে থাকে;
  • ঐ সময়ের ছবি তোলা হয়েছিল কম রেজুলেশনের ওয়েবক্যামে তাই ছবির মান ভালো থাকার সম্ভাবনা কম;
  • ঐ সময়ে বিভিন্ন স্কুল/কমিউনিটি সেন্টার/ইউনিয়ন কমপ্লেক্স এ ভিড়ের মধ্যে, ছবি তোলার অনুপযুক্ত আলোতে, অনেক তাড়াহুড়া করে অদক্ষ হাতে ছবি তোলা হয়েছিল তাই ছবির মান তেমন ভালো হয়নি;
  • বর্তমানে হাই রেজুলেশনের উন্নতমানের ডিজিটাল ক্যামেরা ব্যবহার করে ছবি তোলা হয় তাই ছবির মান এখন অনেক ভালো হয়;
  • এখন যারা ছবি তুলে তারা আগের তুলনায় অনেকটাই দক্ষ ও অভিজ্ঞ তাই এখন ছবি ভালো হয়;
  • ছবি পরিবর্তন করতে হলে এখন আপনিও পছন্দসই পোশাকে প্রয়োজনীয় প্রস্তুতি নিয়ে অফিসে যেতে পারবেন, তাই ছবি ভালো হবে;
  • বর্তমানে উপজেলা/থানা নির্বাচন অফিসে যেখানে ছবি গ্রহণ করা হয় সেখানকার লাইটিং এবং পরিবেশ আগের থেকে ভালো তাই এখন ছবি আসবে ভালো;
  • অনেক উপজেলা/থানা নির্বাচন অফিসে ব্যবহার করা হচ্ছে ষ্টুডিও লাইট।

কিভাবে করা যাবে এনআইডি’র ছবি পরিবর্তন

এজন্য আবেদনকারীকে প্রথমে জমা দিতে হবে এনআইডি সংশোধনের জন্য প্রযোজ্য ফি। এনআইডি সংশোধনের আবেদন ফি জানতে আবেদন ফি লেখাটি ক্লিক করে দেখে নিতে পারেন এই সংক্রান্ত লেখাটি। অত:পর একটি আবেদন ফরম (এনআইডি সংশোধন আবেদন ফরম-২) পূরণ করে জমা দিতে হবে আপনি যে উপজেলা/থানা নির্বাচন অফিসের আওতাধীন এলাকার ভোটার সংশ্লিষ্ট সেই উপজেলা/থানা নির্বাচন অফিসে।

আবেদন অনুযায়ী আপনাকে ছবি পরিবর্তনের উপযুক্ত মনে করলে (আপনি সঠিক ব্যক্তি কিনা তা নির্নয় করতে পারলে) আপনার ছবি গ্রহণ করে তা পূর্বের ছবির স্থলাভিষিক্ত করতে আবেদনটি পাঠাবে এনআইডি এপ্লিকেশন সিস্টেমে। এনআইডি এপ্লিকেশন সিস্টেম হতে উপযুক্ত ক্ষমতাপ্রাপ্ত কর্মকর্তা এটি অনুমোদন করলে তা এনআইডি ডাটাবেজে আপনার পূর্বের ছবির স্থলে রিপ্লেস হবে। অতপর আপনিসহ অন্যরা আপনার পূর্বের ছবির পরিবর্তে নতুন ছবিটি দেখতে পাবে। বিষয়টি খুবই সেনসেটিভ তাই নিশ্চিত না হওয়া পর্যন্ত মিলবেনা এর অনুমোদন।

ছবি পরিবর্তন যেহেতু বায়োমেট্রিক এর একটি অংশ তাই এটি অনলাইনে করার সুযোগ দেয়া হয়নি। তবে ভবিষ্যতে আবেদন করা এবং এর সিডিউল গ্রহণের কাজটি করা যাবে অনলাইন পদ্ধতিতে।
